Job Roles Overview

The South Pacific Immunization Information System (IIS) supports three main operational user levels within a clinic or health facility, plus one technical support level. Roles may overlap depending on site size — in most cases, one Clinic Nurse or Clinic Manager performs both nursing and managerial duties, while Clinic Staff support registration and check-ins.

Each role below links to its own collection of job aides and reference materials. Shared functions, such as Patient Search or Registration, appear once to avoid duplication and are used by both Clinic Staff and Nurses.


⚙️ System Administrator

Primary focus: Maintain the technical infrastructure that supports the IIS and MPI.

Responsibilities

  • Register and configure devices under correct realms

  • Manage applets, background jobs, and synchronization queues

  • Perform backups, restores, and system updates

  • Monitor server logs, probes, and data flow between dCDR and iCDR

  • Troubleshoot sync failures and assist field staff

  • Escalate technical issues to developers or UNICEF support

🧑‍⚕️ Clinic Staff & Clinical Management

Primary focus: Deliver vaccination and maternal–child health services, manage clinic operations, and maintain accurate patient registration and visit records.

Responsibilities

  • Search for existing patients in the IIS or Master Patient Index (MPI) to prevent duplicates

  • Register new patients and link family members (for example, mother–child)

  • Update demographic or contact information when needed

  • Record vitals, vaccinations, AEFI, and discharge patients

  • Register newborns and record birth details

  • Record deaths and update patient status

  • Check in patients for Healthy Baby, ANC, or Injury visits

  • Assign patients to the correct waiting room and continue visits through completion

  • Open, run, and close vaccination sessions (fixed, outreach, or school)

  • Manage vaccine stock, fridges, temperature logs, and wastage

  • Perform backups and monitor synchronization status

  • Create and manage local user accounts and permissions

  • Troubleshoot hardware or app issues and escalate when required

  • Handle downtime and ensure paper-to-digital back-entry after outages

Inventory permissions: Nurses or Clinic Managers who manage vaccine stock and cold chain must belong to the CLINICAL_MANAGERS group in the SanteDB Admin Portal. This group grants permission to manage stock, stock stores, and temperature logs. Clinic Staff remain in CLINICAL_STAFF only and have no stock or configuration access.


🧬 EPI Manager

Primary focus: Oversee national or regional IIS configurations, monitor data quality, and review reports.

Responsibilities

  • Review stock and cold chain performance across facilities

  • Run and interpret coverage, wastage, and dropout reports

  • Monitor data quality, duplication, and completeness

  • Supervise clinics and ensure timely data submission

  • Coordinate training, supervision, and mentorship of clinic staff

  • Support troubleshooting and technical issue escalation through national IT teams

EPI Managers use the same CJA1–CJA12 and AJA1 job aides as Clinic Managers and System Administrators, depending on their assigned permissions. Additional reporting guidance will be provided when the reporting feature is completed.

This role structure reflects how Pacific clinics operate: Clinic Staff and Clinic Managers share on-site workflows, while EPI Managers oversee regional supervision and reporting, and System Administrators maintain the technical backbone of the IIS.
